	How to create a rich-looking padded-fabric wall? Spread out all your paint chips, and decide on colors to decorate your project. Cut them into smaller squares or other shapes if desired. Use a foam brush to apply a coat of decoupage medium to a section of your project piece, and arrange the color chips in a pleasing pattern. When all the pieces are glued in place, seal the surface with two or three coats of decoupage medium, allowing each coat to dry before applying the next.
